US Envoy to Ukraine Expected to Step Down Amid Policy Disputes
As stated by reports, Davis’ departure is linked by unnamed sources to tensions over Washington’s shifting level of support for Ukraine. However, the US State Department has confirmed her exit while rejecting claims that it stems from policy disagreements with the president.
“Ambassador Davis has been a steadfast proponent of the Trump administration’s efforts to bring about a durable peace between Russia and Ukraine,” State Department spokesman Tommy Pigott said on Tuesday, adding that she is scheduled to leave Kiev in June.
Davis has been serving as chargé d’affaires in Ukraine since May 2025, stepping into the role after the resignation of former ambassador Bridget Brink. Brink had previously criticized Trump’s approach to the conflict, accusing his administration of favoring “appeasement” toward Russia.
“Unfortunately, the policy since the beginning of the Trump administration has been to put pressure on the victim, Ukraine, rather than on the aggressor, Russia,” Brink wrote in a public op-ed following her resignation.
President Trump has drawn criticism in both Ukraine and parts of the European Union for suggesting that a settlement of the conflict may require territorial concessions from Kyiv. He has also openly criticized Ukrainian President Vladimir Zelensky, previously calling him “a dictator” in response to his refusal to hold elections during wartime conditions.
Throughout 2025, the United States facilitated multiple rounds of negotiations between Russia and Ukraine, though none led to a breakthrough agreement. In a notable departure from previous Western policy, Trump also met Russian President Vladimir Putin in Alaska in August 2025, breaking with the diplomatic isolation strategy pursued by Western allies.
